Tracy Thoman has over 24 years of experience teaching, consulting and working as a career diplomat in over ten countries. During her sixteen-year tenure as a Foreign Service Officer with the United States Agency for International Development (USAID), she managed annual budgets up to several hundred million dollars and was responsible for monitoring and evaluation results at USAID missions in several countries and Washington offices. Tracy has conducted M&E trainings around the world and also commissioned, managed and mentored evaluation teams in the field.
Her academic background is in finance and international business, and she worked as a professor in the United States, Russia and Spain. She published mixed-methods research on the Russian banking industry during that country’s financial liberalization and privatization. She currently is an independent consultant focusing on M&E, strategy and project design for U.S. government agencies.
Tracy speaks English and Russian, and dabbles in other languages when she can.
